The Green New Deal proposed a 10-year national mobilization to eliminate U.S. greenhouse gas emissions and transition to 100% clean energy. The original resolution (S.Res. 59) never received a Senate floor vote. Senate Majority Leader Mitch McConnell forced a vote on identical text (S.J.Res. 8) as a political maneuver to put Democrats on record. Democrats responded by voting Present en masse as a deliberate protest. The House version (H.Res. 109) was referred to 11 committees and never reached a floor vote.
