The WOTUS Nullification effort followed a two-track legislative strategy to overturn the Obama-era “Waters of the United States” rule defining federal jurisdiction over waterways. First, S.1140 failed to advance after a cloture vote of 57–41 (60 required), with four Democrats crossing over to vote Yea and Susan Collins as the sole Republican Nay. Congress then pursued a Congressional Review Act resolution (S.J.Res. 22), which passed the Senate 53–44 and the House 253–166, including 12 Democratic crossovers in the House and 14 members not voting. Despite clearing both chambers, the resolution was vetoed by President Barack Obama, preventing it from taking effect.
