In the House, it passed 242–180, with Democrats Brad Ashford, Sanford Bishop, Henry Cuellar, and Collin Peterson crossing over to vote Yea, and Republicans Bob Dold and Richard Hanna voting Nay. Despite clearing Congress, the resolution was vetoed by President Barack Obama, blocking it from taking effect.
